Certification decisions at EAPC are not made by administrators. They are made by an independent Board whose structure is designed to protect candidate integrity above all else.

What the Certification Board Is

The EAPC Certification Board is the independent oversight body responsible for all certification decisions made by EAPC. Its sole function is to ensure that every certification decision is made fairly, consistently, and in accordance with the relevant Certification Scheme.

Certification decisions are structurally separated from the administrative and operational functions of the organisation, as required by ISO/IEC 17024:2012. This separation is the foundation of every EAPC certificate's credibility.

Board Functions

What the Board Does.

The Certification Board has four defined functions. Each is governed by documented procedures maintained independently of EAPC's commercial operations.

Function 01
Certification Decisions
The Board reviews assessment results and makes all pass/fail determinations. No candidate is certified without Board sign-off. Decisions are recorded against the candidate's unique assessment record and retained permanently.
Function 02
Certification Scheme Oversight
The Board reviews and approves all Certification Schemes: the written documents that define the competencies, assessment formats, pass standards, and renewal requirements for each EAPC certification domain.
Function 03
Appeals and Complaints
Candidates who wish to appeal a certification decision may do so through EAPC's formal appeals process. Appeals are reviewed independently by Board members who were not involved in the original decision.
Function 04
Standards Alignment Review
The Board conducts periodic reviews of EAPC's assessment and certification processes to ensure continued conformity with ISO/IEC 17024:2012 and alignment with evolving industry standards in each certification domain.
Operating Principles

The Principles That Govern Every Decision.

The Certification Board operates under five non-negotiable principles. These are not aspirational values. They are structural requirements derived from ISO/IEC 17024:2012 and embedded in the Board's operating procedures.

Impartiality
Board members are appointed on the basis of their domain expertise and their independence from EAPC's commercial operations. Conflicts of interest are declared and managed through a formal procedure. Any Board member with a material interest in a specific certification decision is recused from that decision.

Consistency
Certification decisions are made against documented Certification Schemes, not by subjective judgment. Every candidate in a given cohort is assessed against the same standard, the same pass mark, and the same criteria. The Board is responsible for ensuring this consistency is maintained across all cohorts and all accredited programmes.

Confidentiality
Individual candidate assessment results are held in strict confidence. Results are communicated directly to candidates. Programme organisers receive only aggregate cohort data. Board members are bound by confidentiality obligations that extend beyond their tenure on the Board.

Traceability
Every certification decision is documented, dated, and traceable to the specific Board review in which it was made. Records are retained for the lifetime of the certificate and beyond. This traceability is what makes the EAPC public verification database possible and reliable.

Continuous Improvement
The Board conducts regular reviews of assessment quality, candidate outcomes, and scheme relevance. Where gaps are identified, in assessment validity, pass rate anomalies, or scheme currency, corrective action is initiated before the next certification cycle.
Board Composition

Board membership is structured to ensure a balance of domain expertise, geographic representation, and independence from EAPC's commercial interests.

Domain Experts
Each active certification domain is represented by at least one Board member with recognised expertise in that field, whether drawn from industry, academia, or professional practice.

Regional Representation
Board members are selected to reflect the regions in which EAPC operates. Regional expertise, not geography alone, determines representation, ensuring certification decisions are informed by the professional and regulatory context relevant to each market.

Independence Requirement
Board members are required to maintain independence from any programme or organisation whose candidates are subject to certification decisions. This requirement is reviewed annually and at every new appointment.
